There is a Comment feature available under Insert.
You cannot (yet) put a box with text in a googledoc unless it is made as a drawing.

if you want to add a text box on power point you click: insert then shapes and you'll find something that looks like a text box.

A text (paragraph) box can be inserted into a Word doctument. To insert one, click on "Insert" and then "text box" in the drop down menu. Drag the box to where you want to insert it and left click. You can resize it by dragging the sides, top, and bottom of the box.
Text Box can be added in the insert column of the window. Animations tab can add effects to it.

The textarea tag is a part of the form tag and is contained within that and the fieldset tags. A textbox is produced by an inline or external JavaScript.

Perhaps the item called Text Box in Word's Insert menu or the Text Box icon in the Drawing Toolbar will ease your confusion.
You can enter instructions via the Text box. The text box can be inserted via the Insert in menu tab.
