The last answer makes it sound like if you ask her directly, she will always say no. I say, just ask her and see what happens. It is a risk that you take when you ask, that she might say no, but you can't trick her into giving you her number.

Don't ask a girl that you've never talked to before. She doesn't know you and she might get scared. The reason you are asking her is because you like to talk to her and you want to talk to her more, right? So talk to her some first. Then, if it is going well, tell her you want to talk to her more on the phone some time and then say, "Can I have your phone number?"
