If you consider the "outlet pipe" the drain pipe you need to tune the water off before you flush it, take as much water out of the bowl area as possible with a cup, unhook water tube from under side, unbolt the toilet from the floor (bolt on each side) clean old wax ring away, replace with new wax ring (bought from HW store) carefully set toilet back in place, replace and tighten bolts down to floor, re attach water line, turn water back on, check for leaks, and give it a trial run!!
A defective flush valve causes the leak in toilets. A flush valve is a flap or ball plunger device that is supposed to act as a stopper in the bottom of the toilet tank. So to fix your toilet and save water, get any professional plumber to repair the valve or complete replacement kit .

You might just need to tighten the bolts holding it down, but probably either one of them has broken or the floor flange broke. If tightening the nuts holding the toilet down doesn't help, you will have to move the toilet so you can look at the floor flange. If the flange is broke where the bolt goes, there are a couple of ways to repair it. There is a crescent shaped piece about 4 inches long that goes under the old flange and gives you a new place for the bolt to catch or a complete steel ring can be installed over the old flange.
Pull the toilet. Check the closet flange. If it is not loose or broken, replace the wax ring and closet bolts. Reset toilet. Level with wobble wedges. Caulk base of toilet.

That depends on what is wrong with it.
Get a new toilet
There is about four to five gallons wasted if you flush a toilet but I don't believe that it makes a difference if the handle is loose or not. Unless, the toilet is leaking from the handle or somewhere else.
You just buy a new one, you can't fix it, cause you turned it on right after picking it from the toilet, which you shouldn't had to do :(
