Mobile phones in the United States use the same geographic area codes as landlines. Boston, MA, is area codes 617 and 857, with other area codes in various suburbs.
The country code for North America (USA, Canada, etc.) is +1, which is dialed from Ireland as 00 1.

Just dial the UK mobile number. It does not matter that the mobile is roaming in Ireland (or anywhere else); the network will automatically locate the mobile, and the roaming mobile user will pay any applicable roaming surcharges.

Well I am from the United States and have been in Ireland for a month now. The way that we have to call out here is to dial 001 first. I'm assuming that you are trying to call an Irish mobile phone that is currently physically located in Spain. You dial the number exactly the same way you do when the mobile is at home in Ireland. If you are in Ireland, just dial the number beginning with 086; otherwise, replace 086 with +353 86. (On a mobile phone, dial the plus symbol; otherwise, replace it with the appropriate international dialing prefix for the place you are calling from.)
