To clear a computer of all files you need to format the hard drive, this can be done by putting the windows CD in your CD drive and boot from it, (restart the computer with it in the drive, when prompted.. boot from CD). Follow the steps to format and install, I have heard that there are ways even after that to pull information off of the hard drive, but only a extreme expert would know how. and it would not be your files but logging information.
It depends on how far you mean.
If you simply want to erase everything enough to where you can start over, you only need to delete the partition table. This is not a secure wipe, but renders all the data as useless in a normal sense. The data could be recovered.
If you want all unused data or even the entire drive wiped securely, then you'd need a secure erase program.
If you simply want to delete your junk files, then either run the Clean Manager that comes with Windows or install a program such as CCleaner.
