Wouldn't that depend on what is causing the blockage? If it is a stoppage caused by roots or rags or other hard materials then snaking (rodding) would be the way to clear the cause of the problem If the problem is caused by a SOFT blockage such as sand, silt. mud, grease, leaves then water jetting is the way to go as water jetting will scour the lines to return the full flow as originally designed. Yes, if sewer gas is coming into your home from a backed up drain it can be very harmful to a baby and everyone else inside the home. It can cause hydrogen sulfide poisoning and asphyxiation.
The obvious and main problem (and reason to keep your sewer lines clean) is because a backed-up sewer line means that sewage can get backed up into sinks and bathtubs. This is unsanitary and a health hazard. A broken sewage line is costly to repair.

If it sticks straight up and has a 'screw on' cap (usually with a square on top of that), then that most likely is your sewer access point. If there is a problem with your sewer lines backed up, and the plumber cannot get it unclogged from the house side, then they will go to the access point to get to the clog. Plus, they can determine if the clog is between that point and the house, or between that point and your neighborhood sewer system (or your septic system, if you are on that).

There are multiple ways of stopping sewer backing up in rain storms. Ensuring there is no blocking or back ups in the piping can keep the sewer from backing up. Using generators to release excess water and allow it to flow elsewhere can prevent a sewer from backing up during a rain storm.
