To block a specific phone number from texting you on a PagePlus phone, you can have the provider disable SMS on your phone. There is currently no way that you can block a specific number from calling you on a PagePlus phone, but if you report the unwanted calls to the FCC, you may find that the calls stop.
settings-->Phone settings--->security---> enter your 4 digit code (usually, the last four(4) numbers of your cell phone number--->restrictions-->calls--->and set both incoming and outgoing calls to "allow all". If your phone is already locked then you will have to enter your 4 digits of your cell phone number (your security code).
Your phone carrier will block it for you, you just have to go to the store and ask them to block it or you could call them depending on the network

I am not sure what you mean. You need to block calls to your land line from cell phones only? I don't think it's possible. You can call your phone company and ask them to block a particular phone number (for a fee), or you can buy one of those devices that let you block calls from 'unknown' numbers. Another option is to find out who calls you and ask them to stop. You can enter the number that calls you at 800notes.com, http://800notes.com , to see if other people have reported calls from it. If yes, then you might find our who the caller is and how to stop the calls.

typing *67 before dialing a phone number will block your number from appearing on a caller ID feature. This is a temporary block for only this call and if you want to block future calls, you must dial *67 each time. Also - be advised that this does NOT block your number from the phone service carries. They will be able to view your number and it is possible that your number will appear on the 'callees' phone bill.

Tell your phone company. They will change your number for no charge. If you don't want to change your number, keep a record of the phone calls, time they came in and duration of call. Notify the phone company and it will advise you on filing a criminal complaint against the other person for harassment and perhaps block that phone number from calling you. But for either action, you'll need some kind of history of the harassing calls as a basis for the criminal complaint or the block.
