Well u may be able to restore it. Try plugging it into your computer using the white cable provided when you bought it open up iTunes and it may show up. If not you will have to put it in dfu mode. To do this hold both the sleep button and the home button until you hear a noise (turn speakers up) this will either put a white screen on or an apple. Once its done loading it should show up on itunes. You may have to click on where it shows your iPod and restore it back to factory settings
try to restore it again and update it
The iPod Touch does not have a microphone. Voice memos never worked.
It will restart by itself again and again
If "dead" means that the iPod Touch's battery ran low or has been used up completely, use your Apple charger to charge it. When it has fully charged, press the power button, and your iPod Touch should be working again. If you always had full battery or high battery, or you have tried the above method but your iPod Touch still doesn't work, try resetting it. If that doesn't work, your iPod Touch may truly be "dead".
You might not have a email account that's is required for the Ipod TOuch or it may just be broken.
If you already bought it and then deleted it, you can just download it again for free.
Yes, an iPod Touch can crash. Though not normally on their own (but they can do it on their own), it is usually because of faulty equipment working with the iPod that makes it crash.
