The chopped down part of the tree will probably not grow. The roots will probably send up new trees. You can dig up one of those and get a new tree.

To get rid of tree roots in order to plant a new tree in the same spot, you can use a stump grinder to remove the existing roots. Alternatively, you can manually dig out the roots using a sharp shovel or saw. Make sure to also amend the soil with fresh compost before planting the new tree.
