It is not uncommon for a water heater to have some condensation or water dripping from it while it is heating up. However, if you notice a significant amount of water dripping or pooling around your water heater, it could signal a leak or other issue that requires attention. It is best to monitor the situation and contact a professional if you are concerned.
Your windows fog up horribly and sometimes you can hear what sounds like water running through your dash when your driving.
Possibly, but the supply lines should be in the wall. Even on a slab house, the water should come into the house at the water heater and then be in the walls. Possible heat vent leak? I'm assuming a slab house because if there was access underneath, you would be able to tell if there was a leak.
please tell me how to remove the heater to get too the heater coil
Provided that you don't run into any major problems a hot water heater should last you somewhere between 5 and 10 years. There should be a serial number on the bottom that will tell you how old your heater is. If the heater starts to leak or you can see rust starting to form then it may be time to replace.
Check your heater core. You may have the heater core leaking and if it continues it will not be long before it will begin to leak inside of the vehicle itself.

To confirm if a hot water heater is grounded, you can use a multimeter to test the continuity between the water heater's metal parts and a known ground, such as a grounding rod or the main electrical panel. If there is continuity, then the water heater is grounded. If you are unsure, it's best to consult a licensed electrician.
