iPhone 4's (as well as iPod Touch 4th gens) should already have FaceTime installed on them. If the app is not showing up on your homescreen, go to Settings>FaceTime> and make sure the swith that says "FaceTime" is on. If this doesn't work, Sync and Back up all needed data to your iTunes and restore your iPhone. Once it's done restoring, select "Restore From Backup" in iTunes. Now you should have all your media and data etc. on your phone, and FaceTime. I hope this helps :)

I would guess that if you use the online back up storage, you can save a lot of the work you do on there and pictures you have uploaded in case your computer crashes.
