State law in Illinois: Only bans school bus drivers and those under 19 from speaking on their cell phone HOWEVER: it IS illegal in Chicago. I have not heard of any other towns/counties in Illinois, but Chicago is enforcing the cell phone ban. You must be parked to use it or use a headset. Fines are like from 50 bucks up...but there is a special hefty fine if you are on a cell phone while you are involved in an accident.

Your phone will only have a GPS tracker if it has those capabilities. If you do have a GPS on your phone you can go to the settings and under GPS you can turn it off. Otherwise a cell phone company can track you to find you if they are approached by law enforcement and there is nothing you can do about that.
