No. Many countries normally quote domestic telephone area codes with the trunk prefix 0 included. For example, Liverpool, England, is in area code 151, but it is usually given as 0151. In the United States (and Canada and the various islands also included in North America's country code +1), the area code is the area code, always just three digits. Most long-distance calls are dialed with the trunk prefix '1' (coincidentally the same as the country code), but the alternate trunk prefix '0' can be used for customer-dialed operator-assisted calls.

For example, 1-715-555-0123 is an ordinary direct-dial call to a fictional number in Wisconsin. To call the same number with special billing (collect/reverse-charges, third-number, or calling card), or to call person-to-person, or with any other special operator services, you would dial 0-715-555-0123.

Note: Although you drop the trunk prefix '0' from the domestic number in most countries, there are some exceptions. For example, in Italy, you retain the zero on all landline area codes, so Rome's (06) becomes +39 06.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
