No; the Solar System could only form because gravity was
stronger in this case. Whether gravity is stronger, or the gas
pressure, will depend on a variety of circumstances, but mainly, a
sufficiently large amount of gas needs to get together. Some sort
of initial impulse, such as a nearby supernova explosion, can help
- but the very first stars must have formed without such
events.
