Sometimes you can. You will need to check your contract to see if the new carrier will let you move the numbers. You also will need to check the terms issued by the pay-as-you-go company to see who actually owns the number. Many pay as you go carriers have a limited block of numbers and will not give them up without a long drawn-out hassle. I went through that once, and gave up after a two-month battle with the company who had lost my business.
