no they cannot
if you try to call the person then it will tell you that that general person has blocked your number
Currently, we have no way to block individual message boards, so if you can message anyone at all, then you haven't been blocked. It could just be a glitch on that message board. Also, if you get blocked, you will see a message when you log in about it. If you want to check, log out and log back in and see what it says. :)(See the Related question.)

Gmail can be blocked as a site on your computer. You have to see on your browser where it has been blocked. Go where it is blocked and then unblock it.

how can i veiw a account i have been bkocked from
Just click on the contact and see if it tells you when this person was last seen that means you are OKAY "NOT BLOCKED" but, if you don't see anything except for the contact name and you are sure that your network is good that means "YOU ARE BLOCKED"
Are you asking: How to find out when you are blocked on twitter? If so here is what I've found so far. One twitter subject I've found reports: "At first tweets were unable to be seen and I could not login." If this accures, then chances are that you've been blocked. Also more info can been found on the subject if you go to: "Ask Dave Taylor," or Type in on search: "How Do I Block Someone In Twitter." This may help answer your question more clearer.
The person either has you blocked, has deleted his account, or does not a profile picture on the Whats app if you can't see a picture.
There's no set way to do this. However, if you know that someone was definitely following you, go to their profile and if the "message" option isn't available, they have either unfollowed you or blocked you.
Supervisors and Community Assistants can check the profile page of any user to see if the account is currently blocked, or has been blocked in the past.Regular members and unregistered users are not able to see this information, but if you ask a Supervisor or CA - and have a good reason to know - I'm sure they will tell you.
