Yes... i kept receiving calls from a person that insisted they were not calling me. I did obtain a police report. the report was faxed in to Verizon wireless subpoena compliance department. within 8 hrs, i received a printout of the all of the numbers that came into my phone.
initially, it appeared as thou the person really was calling me. there number did appear on the list of numbers calling me.
the states attorney here in madison, had to conduct there own investigation, they sent an actual subponea for discovery. the print out was returned within 72hrs indicating the number that actually did the spoofing, and the location of the person that called me off of her cell phone when she spoofed me.
so yes, spoof guarantees alot. such as, no one will ever be able to tell the actual number it came from. that is absolutely not true. it is a felony to even use spoof for harrasment purposes.

Not 100% sure if I am understanding your question properly but when a land like call is traced, they are simply accessing the debug info. it is normally restricted for internal use by the phone company, but a tech worker can access that info if they wanted. A caller ID spoofer will not change internal routing info so a call can still be traced. PS also wanted to add that a call can be traced instantly and can also be traced after the fact (it is not like how it is in movies). If you want to trace a call and a reverse number lookup doesn't work then the only other option is to either get someone at a phone company to access the debug data and trace the call, or send you the data (though I am not sure if they are allowed to do that with non law enforcement). PS if you are being harassed, it is unlikely that the phone company workers or the police will be of any help as they do nothing with those phone scam calls that use spoofed caller ID info.
