On older sets that use a CRT (cathode ray tube) the magnetic field collapses while the ray gun is still "firing" (trying to display images). This poses no harm to the set nor the user, just part of having an older set.
It is also not a manufacturing defect in any way... it's just what older CRT sets do when they turn off.

This occurs when the power is removed from the "aiming" control, which directs the beam of energy to each individual phosphor cell (i.e. pixel) on the screen, these being arranged in lines across the screen. The magnetic field drops before the CRT's "electron gun" has fully discharged, allowing a brief stream of energy to reach only the cells across the middle of the screen, which typically become illuminated in a white flash.
There are two options. Option 1: you turn the big twist-button, where your on/off switch is located, and turn it until it is on the No Flash mode. Option 2: When you use one of the modes A-DEP, M, Av, Tv or P, you should click on the Menu button and in the fifth [of the seven] page[s] you find Flash Control. When you've clicked on Flash Control you got to disable Flash Firing. If this all doesn't help you, you have a little flash button right next to your lens.
If you mean how do you get a TV show on your TV after you turn off your PS2 you must turn your TV to cable or Ant
You could be hitting the flash feature on the turn signal arm when you use it.
by pressing the off button!
First of all, it's generally considered `normal'. Secondly, what you're seeing is the `last bits of oscillation' in the circuitry as the oscillators shut down after power is removed.
