EF and EF-S lenses can be used on 400d. There is a lot of lenses out there.

All Canon Rebels can use either Canon EF (or compatible) or Canon EF-S lenses. EF lenses can be used on any Canon EOS camera. EF-S lenses, introduced in 2003, are made specifically for Canon EOS cameras with APS-C size (22.2 x 14.8mm) sensor. They can be used only on Canon Rebel cameras and on the Canon 20D, 30D, 40D, and 50D cameras (as of 2008). No other manufactuer currently makes camera bodies that take EF lenses. (Several years ago, Kodak had a full-frame digital camera that took EF lenses. It was a camera that was OK in the studio, but inferior for general photographic use. It was discontinued shortly after introduction.)
No, or maybe. You need to look at the lens. If the lens is EF-S then it will not fit. If the lens is EF then it will fit. rebel can use all EF and EF-S lenses. 5d can only use EF lenes, becouse it's full frame body (camera)

All of canon's EF-mount lenses will fit on all camera bodies in the Canon EOS system. Simply, if the lens says "EF" on it, then it will fit any Canon camera that says "EOS" on it. If it says EF-S on it, it won't fit on a EOS film body or a full-frame digital. EF-S lenses only work on EOS digital SLRs with APS-C sized sensors (Digital Rebel and 10/20/30/40/50D series) If it says FD on it, it won't fit on any EOS body. These are the old manual-focus lenses from the 70's and early 80's.
