You get a fire cracker, one of those Easter egg things and some tape. First of all you take the top half of the eater egg and poke a hole in it. Then you put the fuse of the firecracker through the hole. After that you put airsoft BBs in it and close it all up with tape. Then light the fuse and throw it. You might want to use duck tape.
OR
Fill a film canister with a mixture of airsoft BBs and black powder. Drill a small hole in the top and insert a fuse. Pneumatic grenades are harder to make, but are usually safer, more reliable, and reusable. Make sure to check local and state laws, and game rules before using an airsoft grenade. If you want explicit instructions or ideas try Instructables or Metacafe. Note: this way is worse because it is harder to get black powder than a firecracker.

An airsoft grenade does not explode, it launcher BB's out of the launcher powered by gas.
There is no safe way to make a grenade, even an Airsoft grenade can be dangerous if not made correctly, and making an explosive device is against Federal and Local laws. Better to get one that's already made.
Yes, but check before hand to make sure they can handle the pressure of Propane (they can if they can handle Green Gas or Top Gas)
If the smoke grenade operates on impact, then yes. However, it is a bad tactical idea, because if you have the desire to use a smoke grenade, then you are in the situation where you have enough time to pull one out.
