Australian quarantine rules were too strict at the time to allow the horses into the country so the equestrian events were held in Stockholm, Sweden in June, five months before the rest of the Games.
They're called fly nets, and their purpose is to keep insects out of the horse's ears. Show horses often have the hair inside their ears clipped for appearance, but this allows insects to enter and distract the horse. A horse usually shown in an insect free area may have to wear a fly net when shown in an area that has insects since it will take time for the hair to grow back.
I have also heard that they are sometimes used for the sound. Yes they are called flyn nets, however if the horses ears are stufffed with cotton wool or ear plugs (as some horses are sensitive to sound and put off by clapping,speakers etc) then these provide a smart way of covering the fulffy cotton wool. As you can imagine in something the size of the Olympics you wouldn't want your horse not concentrating. Hope this helps.
