The only way to lower Uria's original attack is to remove Continuous Trap cards from your opponent's Graveyard. This can be accomplished with cards such as Soul Release, D.D. Crow, or Disappear.

Uria, Lord of Searing flames' special ability is as follows:
This card cannot be Normal Summoned. This card cannot be Special Summoned except by sending 3 face-up Trap Cards from your side of the field to the Graveyard. Increase the ATK of this card by 1000 points for each Continuous Trap Card in your Graveyard. Once per turn, you can destroy 1 Set Spell or Trap Card on your opponent's side of the field. Spell and Trap Cards cannot be activated in response to this effect's activation.
Also, if you plan on using Uria, Lord of Searing flames, some good rules to know are:

Well slifer I'd think as his effect is that his atk points rise by 1000 for each card in your hand but you have to tribute 3 monsters
for uria his atk rises by 1000 for each continuous trap in your grave and you only need to tribute 3 traps

Beat all of the duelists in the Neo Space portion of the World of Chaos, five times to unlock the pack "Chaos of Nothing". It contains Uria. The duelists to beat are Neos Alius, Plasma, Malicious Edge. To unlock the World of Chaos, if you haven't already, clear the challenge at the final gate in World of Order.

Yes, the Sacred Beast cards, "Uria, Lord of Searing Flames", "Hamon, Lord of Striking Thunder", and "Raviel, Lord of Phantasms", are allowed to be used in tournaments. The Egyptian God cards, on the other hand, cannot be used. Look at the official Advance Format list to see what other cards are banned or limited in tournaments.

Uria, Lord of Searing Flames
Fire/Pyro/Effect
ATK/0 DEF/0
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by sending 3 face-up Trap Cards you control to the Graveyard**. This card gains 1000 ATK for each Continuous Trap Card in your Graveyard. Once per turn, you can destroy 1 Set Spell or Trap Card your opponent controls. Spell and Trap Cards cannot be activated in response to this effect's activation.
**This sentence implies that Uria, Lord of Searing Flamescan only be Special Summoned from your Hand. As a general rule, unless the card specifially states that it is Special Summoned from the Deck, you can assume that it is referring to your Hand.

Well, Basically the GX cards, including Gladiator beasts and Test Tiger, And your guaranteed to get Darklord Superbia, DarkLord Edah Arae, and Darklord Zerato. At least, I think So. the awesome sacred beasts are also in it, and you can use them in duels! I recommend Hamon, Lord of Striking Thunder for a Crystal Beast deck. Of course, You can run a continuous trap deck and use Uria, Lord of Searing Flames, or Use Raviel, Lord of Phantasms in a Fiend deck. Truly, the possibilities are endless!

Originally, all three God Cards were forbidden from official Duels and tournaments as they do not contain an effect and also state "This card cannot be used in a Duel."
With the premiere of the Yu-Gi-Oh! GX anime show, Konami released the Sacred Beast Cards. These were composed of Hamon, Lord of Striking Thunder, Uria, Lord of Searing Flames, and Raviel, Lord of Phantasms. These cards were made to be the replacement for the original God Cards, as each one bears a resemblance to another God Card. (Hamon, Lord of Striking Thunder was meant to resemble The Winged Dragon of Ra. Uria, Lord of Searing Flames was meant to resemble Slifer the Sky Dragon. Raviel, Lord of Phantasms was meant to resemble Obelisk the Tormentor.) This was because many players complained about the unplayability of the original God Cards.
With the release of the legalized Effect Monster versions of the God Cards (except Slifer the Sky Dragon), this was no longer the case.
In answer to your question, the main difference between them was their effects. Also, the Sacred Beast Cards do not retain the Divine-Beast-Type or the DIVINE-Attribute of the God Cards. Uria, Lord of Searing Flames has an ATK and DEF of 0, unlike the Slifer the Sky Dragon who has an ATK and DEF of X000. Also, Hamon, Lord of Striking Thunder has an ATK and DEF of 4000, unlike The Winged Dragon of Ra, which has an ATK and DEF of ?. Also, unlike the God Cards, the Sacred Beast Cards all have an official passcode.
Other than this, the retain the same elements. The Sacred Beast Cards have similar artworks when compared to their respective God Card. They all retain the same Level, which was 10. They are all Effect Monsters (referring to the tournament-legal God Cards, with the exception of Slifer the Sky Dragon, which has yet to be released). Also, the ATK and DEF value of Raviel, Lord of Phantasms is the same as Obelisk the Tormentor, which is its counterpart.
1 answer
No. Unless specifically stated otherwise, a monster's special summon text applies while the monster is in hand only. You are not allowed to send three face-up continuous traps to the graveyard, to summon Uria from there, he must be in hand. That is the only way those three monsters can ever be summoned.
Monsters that can special summon themselves from the graveyard, will all say so - like Plaguespreader Zombie, Treeborn Frog and Dark Simorgh.

No, the card states that it cannot be normal summoned or set and states that it can't be Special Summoned excluding tributing 3 trap cards. Once it is sent to the graveyard Call of the Haunted and Premature Burial cannot revive it, because that would be special summoning it back to the field and the card states that can't be special summoned. The requirements might have been met, but once it dies, it can no longer be played. That's the weakness for such a powerful monster.

Well that depends are you asking about the Egyptian gods? If so:
1) Slifer the Sky Dragon, Obolisk the Tormentor, the Winged Dragon of Ra
2) Ravial Lord of Phantasms, Hamon Lord of Striking Thunder, Uria Lord of Seaming Flames
3) Anciant Fairy Dragon, Black Rose Dragon, Stardust Dragon, Power Tool Dragon, Red Dragon Archfiend
this is what I know.

Yes, but only in Japanese, it is coming out in English soon. It is not very good, its stats are as follows,
Level 12, Attribute Dark, Type Fiend/Fusion/Effect, ATK 0, DEF 0.
Card text "Uria, Lord of Searing Flames" + "Hamon, Lord of Striking Thunder" + "Raviel, Lord of Phantasms"
This card cannot be Special Summoned from your Extra Deck except by removing from play the above cards on your side of the field. (You do not use "Polymerization"). This card cannot be destroyed by battle. During your Main Phase 1, this card gains 10000 ATK until the End Phase.
- Just an update, Armityle the Chaos Phantom has been released as a Secret Rare in Ancient Prophecy.

Currently, I find it to be an Elementalist primary with a Mesmer secondary; making use of the following skills.
Searing Flames, Arcane Echo, Liquid Flame and Glowing Gaze.
The objective is to duplicate Searing Flames by casting Arcane Echo beforehand, and continuously cast the twin spells. Once the effects of Arcane Echo wear off and the skill is returned to normal, cast your original Searing Flames followed by Glowing Gaze, and finally; Liquid Flame.
The one flaw is energy management, but get two or three of Elementalists wielding those skills in the same party, and you'll disintegrate all but the most fire resistant opponents.
