This is very difficult to answer because many countries (likely most) don't keep statistics on the total homeless population, partly because it is very hard to track down everyone who is homeless and partly because it is not something countries are proud to have.

Since India (appx, 1.2 billion) and China (appx 1.6 billion) have by far the most people in the world, it is likely that one of them, more likely India, has the most homeless people. China being a Communist country maintains closer watch over its citizens than does other countries, particularly than India which is (proudly and by far) the world's largest functioning democracy.

The United States has many homeless people as well and since its population (appx 300 million) is significant, it probably has one of the highest total of homeless as well.

Keep in mind that this is hard to detect, as noted in the first paragraph above. There will be people who may dispute this information but, in the end, it is virtually impossible to be exact or sure of the answer to this question because no country keeps an accurate total.
