Without a valid US SSN, you must be able to supply satisfactory proof of your identity (probably via the passport issued by your native country) - AND - you must have a "permanent" place of residence within the state you are applying in. This could be problematic, since your permanent place of residence is actually a foreign country. Another question that may arise - a 'tourist' visa is only good for a limited length of time. Why would you want to go through all the work of applying for a learners permit and all the preliminaries associated with getting a permanent license, if you were leaving the country in just a short time. (You AREleaving the country, aren't you?)
