A joke becomes bullying when the joke is said over and over as a form of passive-aggressive behavior. If you tell an offensive joke and are not aware of your audience or whether they would object, then you are just being rude. But if you deliberately aim your jokes at specific people there (not just hypothetical members of this or that group), knowing that they will find your jokes offensive, then that crosses over into bullying. If a given person walks into the room and then you start your jokes, then it is clear that it is bullying. For instance, a gay employee may walk into the room, and up starts the anti-gay jokes. The jokes are told to make the person feel uncomfortable.
While bullying can include teasing, not all teasing is bullying. Teasing is generally acceptable if everyone consents, it is never done maliciously, and if it is not repetitive - at least doesn't go after the same vulnerability repetitively. You might get get by with it a time or two if not all of those criteria are met, but if you keep doing it, it is clearly bullying.
Bullying is a broader range of conduct that includes malicious and repetitive teasing, but also can include violence, threats, extortion, defamation, rumors, shunning, vandalism, harassment, etc.
It's not illegal if other kids are doing it. However, if an adult is bullying a special needs child it could be considered discrimination.

I don't think there is a clear solution to stopping discrimination. It can start with you, when you see it happening step in. You can's change evryone else and the way they do things but you can change yourself.
