Diana v California (The State Board of Education) 1970, was a suit filed on behalf of students with limited English language. The suit was in response to a child given an IQ test in English who scored poorly, resulting in placement in a special needs class. Although the case never went through, it resulted in a memo to all US school districts from the US Dept. of Health, Education, and Welfare Office of Civil Rights outlining the responsibilities of school districts in placing non English speaking minorities.
