A civilization becomes imperial if it has a king and presumes to add far-off lands to its kingdom.

Human societies develop into civilizations by having groups specialize in various endeavors. When fewer people need to produce food more people can do other things. Thus the State of Texas in the United States has an economy the same size as that of Russia. The United States needs a lot fewer people to farm and produce food as Russia therefore it can use a larger percentage of its population in other ways. It can have a richer culture.

A culture becomes a civilization when its people begin to 'plant roots'- so to speak. Cultures form basis for languages, beliefs, and religions, civilizations are born from cultures as the people begin to build permanent structures, form basic governments, establish societal rules, and begin engaging in commerce. The process is interesting and complex as it varies according to the different peoples involved.
