Because PEOPLE WON'T TELL! Alot of the time people are scared to give the bully away because the bully has threatened them, also it is also hard to detect a bully when the bullying is cyber because nobody has seen the bully do it face to face.
No, he can't. By Louisiana law, if a coach bullies a school player, he will face dire consequences. For example, he will be suspended with no pay, or possibly lose his job.

Bulling can affect the bully in many ways. When bullies bully they may do it to boost their self-esteem. If they find something wrong with you then they will think they are better. It may not make sense at first, but try to put yourself in the bully's shoes. Otherwise they just do it because they just don't realize the consequences or the effect they may have on the victim. A lot of times the case is that bully are pressured to do it or because they were once a victim of bullying and want to seize the opportunity to feel "greater" or "better" in some kind of way. It i s all a mentality. Bullies are no different then anyone else.
Ok if he is a bully, you can tell on him. Or you can PUNCH HIM IN THE FUGING FACE!!!!!!
Considering that in the vast majority of cases bullies face no consequences whatsoever, almost any negative consequences would be tougher than what they face now.
