No. The U.S. Constitution only authorizes defence forces to be controlled by the federal government.
The armed forces of the U.S. are in the Defense Department, which is part of the executive branch of the federal (national) government.
Its a parliamentary democracy. Head of the executive power is the Premiere. Head of the state is the president. President is also the chief of the armed forces (chief commanding), but the ministry of defense is under the defense minister.

A "state" is a an entity. A state is the actual country and has definite borders, culture, military, police, and people. "Government is the establishment of the state, the people and bureuacracy that run the state is the government. The government is in charge of providing services and defense of its own people.
Some could interpret it as such. Massachusetts has argued in federal court that the federal Defense of Marriage Act forces that state to discriminate against its own residents in the administration of certain entitlement programs funded (at least partially) by the federal government.
