This depends on your jurisdiction. In most states you'd be required to be emancipated to enter into a rental agreement. In other states they have no emancipation laws (Ohio as an example), and thus you're restricted until the age of 18 from entering into a rental agreement (lease).

Parents need to realize that it is not always the child's fault and take a look at their parenting throughout the years. Has the behavior just started or has it been progressively getting worse for the last few years? If it has been an ongoing issue, the parent should have tried to seek help prior to the child getting old. There are many parenting classes out there that teach parents how to deal with unruly and defiant kids and the sooner you can start in these classes, the better you will be able to deal with your child as they progress in age. Many of the parenting classes have a class for the kids as well, that teach kids how to be respectful and how to negotiate with their parents in a respectful manner. A parent should never give up on their child without doing everything they can to seek help first. Kicking a child out is a form of abandonment and, in some states, parents can be charged as such.
