Some Boy Scouts of America councils sell a special council shoulder patch for Eagle Scouts. The council shoulder patch is worn in the top position on the left shoulder.
On the left sleeve immediately below the troop number.
For Girl Scouts of the USA, starting at the shoulder seam of the sash, first goes the American Flag Patch, then the Girl Scout Council Identification Set, then the Troop Crest, then the Troop Numerals.
They have to fulfill the requirements necessary for the certain patch.
Patch placement varies from school to school. You'll have to talk with a senior student or your Sifu to get the proper placement.
A patch that has a yellow arrow is called the Arrow of Light patch. It recognizes Scouts who have advanced from Cub Scouts into the Scouting program for middle schoolers and older children.
The Early Bird patch is not an official Girl Scout insignia, so it should be placed on the back of the Girl Scout sash or vest.

Yes - the Arrow of Light is the only Cub Scout patch that can be worn on the Boy Scout uniform. It should be centered directly under the left pocket, below the Scout's current badge of rank. ( see the inside cover of the Boy Scout Handbook for diagram )
