It depends on your country. A variety of Eucalyptus species are available at any plant nursery and most Bunnings and other hardware stores in Australia. Overseas, if plant nurseries do not readily stock them, ask there anyway - they should be able to direct you to a source.

I really don't think that you can! I have grown hundreds of eucalypts but never from a cutting. They do, however, grow quite readily from seed and will be true to type if the tree isn't a hybrid. Depending where you live, you can collect the seed pods or buy it from a seed supplier.
