It depends on many things, what you are trying to argue or prove (or if you are doing something else), what resources you have available (subscriptions to online reference sources and such), how long of a paper. Most likely, you should be able to work something out, but if you want a wealth of info on the topic you could pick something more broad like, say, the Vietnam War.

Something that is on the topic the course is about of course. But beyond that I would always pick one of two options: first option was to write about something I'm passionate about, something I really cared about. This would motivate me to do the paper and get it done. Second option was to write the essay about something I'm curious about, something I'd like to know more about. The curiousity was usually enough to push me on through to finish the paper even if at the end I didn't like the topic. It was a benefit in the long run cause I now knew I didn't want anything to do with that topic again. The thing is to get words on paper, specifically your words. The essay is just that, your words.
Depends on the topic probably. If it seems to fit in really well, then you might hear back right away. If it something that doesn't work for the site, or something we already have, might hear back soon as well. If it is something that requires some research or asking other people, might take awhile. If you haven't heard back for a long period of time, you can always send another request. Doesn't hurt to remind people. :)
