If the cable is coming down from the ceiling it's simple. You first make sure this breaker is off. In this case you just cut a panel from the wall directly above the old outlet, extending to the top of where you want the new outlet, and from centre to centre of studs, then re-install the box, and replace the wallboard.
If the supply cable is coming from below this is more difficult. and you need to fit another length of appropriate wire to the existing one, in an approved junction box where the outlet is, then run it up to the outlet box and fit it into the socket. Unless you are experienced in electricity this step should be left to a pro.
Top of the outlet should be 3 to 4 feet above the floor. I recommend 3' as it will be hidden and out of sight and still easy to plug in.
There is no requirement on the distance the dryer must be from a sink. Any 120 volt outlet must be GFCI protected if it is within 6 feet of a sink. There is no requirement for a 240 volt dryer outlet. I would not want the dryer right next to the sink and I would want the dryer to be on a 4 wire circuit and not a 3 wire circuit.
