You should find one single wire (red) running to the back of the lighter socket. It is eithe broken or frayed some place in that wire. The lighter is already grounded through the cars body. Trace the wire down to the fuse box and run a complete new wire! At the very worst, the lighter core may be burned out! Any junk yard will probably give you one ot at the very most you may pay 2 or 3 bucks.

The cigarette lighter (I'm assuming that's what you meant) is on a separate fuse than the horn. Check that fuse, if the fuse is fine then your most likely culpret is the actual horn switch in the steering wheel.

before you put the wick in you need to get a little bowl of zippo fluid. Soak the wick in it for 5 minuets then allow it to dry then insert it into the zippo and then add zippo fluid to the lighter and set upsdie down for 5min then flip over and dry off top and use zippo.
