There's no definitive answer to this.
If you're the client (i.e. the one paying for the test), then you should choose a new "place" if the one you're using doesn't affirmatively report the results, whether positive or negative. There's no excuse for poor customer service like that.
If you're just the testee, then you probably won't get a copy of the results from the "place" either way; they'll report them to their client, who may or may not choose to inform you. Calling you back in (for another test) could be done for any number of reasons: you tested positive and they want another test to confirm it, you tested negative but it looked as if your sample had been tampered with, some fumblefingers in the lab spilled his Mountain Dew into your sample and they couldn't test it at all, or whatever.
