The general understanding in Tamil Nadu of "Dubakur" is a person who is shifty or unreliable. Perhaps the following is a trace of it's origin.
"Dwi-Bashi" was an old term which denoted a person who could talk in two languages. And when India was ruled by the British, they needed translators, particularly in Tamil Nadu where they found it very difficult to master the multiple and diverse Tamil dialects. So they had scores of Dwi-Bashi's under their administration.
As they were constantly telling the British about the happenings in India, they were almost like traitors and were not liked. They were termed as shady persons and unreliable as they will "tattle" to the Brits.
And in Tamil "Koor" means to tell, say, utter, etc. So perhaps the Dwi-Bashi became Dubakur - thereby creating the word "Dubakur" to mean shifty, unreliable persons.
The notation "Talking in two languages" generally means a shifty and unreliable person who does not speak the truth. Followed by colloquial terms like "Double Speak", "Talk with Forked Tongue", etc,, Dubakur gains credence.
