Patent applications are ordinarily taken up by the United States Patent and Trademark Office (USPTO) in the order of their effective U.S. filing date. The average time from filing to issuance or abandonment of an application filed under regular procedures is approximately three years. The Leahy-Smith America Invents Act (AIA) provided for the establishment of a new expedited patent review program, Prioritized Examination (also referred to as Track One). Unlike previous expedited initiatives, Track One imposes a rather low burden on applicants for entrance into prioritized examination. Track One achieves a compromise between the USPTO and the applicant, under which the applicant will submit a Track One request and pay an additional fee, in exchange for the opportunity to receive a final disposition, i.e., mailing of a Final Rejection, Notice of Abandonment, or Notice of Allowance, within about 12 months of the grant of prioritized status.
Track One, which was implemented on September 26, 2011, is available at the time of filing an original utility or plant application under 35 U.S.C. § 111(a). In addition, a single Track One request may be granted for a request for continued examination in a plant or utility application. Applicants seeking prioritized examination must file an application with a request for Track One, accompanied by a $4,800 fee (reduced to $2,400 for small entities). The application must be complete with all requirements of 37 C.F.R. § 1.51(b) met at the time of filing, meaning the application must be filed together with the basic filing fee, search fee, examination fee, application size fee (if applicable), and an executed oath or declaration. All papers must be filed electronically via EFS-WEB. Further, the application must be limited to four or fewer independent claims and 30 or fewer total claims, and cannot contain multiple dependent claims.
If prioritized status is granted, the application will be placed ahead of applications filed by regular procedures while still affording the applicant the normal time for response. Under Track One, any request for an extension of time results in the application being removed from the prioritized docket and placed on the Examiner’s regular prosecution docket. Track One processing will likewise be terminated if the application is amended to contain more than four independent claims, more than 30 total claims, or any multiple dependent claims.
As stated above, the USPTO’s goal for Track One applications is to provide a final disposition within 12 months of the grant of prioritized status. According to current USPTO statistics cumulative through February 2013, however, the average pendency from the Track One petition grant date to the mailing of a final disposition is 5.6 months. It is important to note that the filing receipt of a Track One application will not indicate whether the application has been approved for the program. Instead, a Track One petition grant will be mailed approximately 30 days after the filing receipt is mailed. Current USPTO statistics indicate that the average pendency from the Track One filing date to the date of mailing of the Track One petition grant is 1.6 months.
The AIA limited the number of Track One applications to 10,000 per year, although the USPTO may choose to revise that cap in the future. In 2012 approximately 5,000 Track One requests were filed, and although 2013 statistics demonstrate increased use of the program, the limit is not likely to be met.
Expedited examination is not a new concept at the USPTO. In fact, there are a number of USPTO programs aimed at shortening the review period of patent applications. Two of those programs, petitions to make special based on applicant’s age or health and the Patent Prosecution Highway (PPH), are only available in limited situations. For example, petitions to make special based on applicant’s age or health apply only to those applicants older than 65 or in very poor health. Under the PPH program, an applicant receiving an allowance or favorable search report from a corresponding foreign or PCT application may request that the USPTO fast track the examination of corresponding U.S. applications, although the applicant is limited by the claims allowed in the foreign patent office.
A third USPTO program implemented in 2006, Accelerated Examination, is more widely available but places a large burden on applicants. Just as in Track One, the Accelerated Examination program allows an applicant to obtain a final disposition within about 12 months of filing the application. In exchange, the applicant is required to do a significantly greater amount of work at the time of filing the application as compared to applications filed under regular procedures or Track One. For example, the applicant must conduct a pre-examination search of U.S. patents and applications, foreign patent documents, and non-patent literature. In addition, the applicant is required to provide an Accelerated Examination Support Document (AESD) at the time of filing. The AESD must include, for example, an information disclosure statement citing each reference deemed most closely related to the subject matter of each claim and a detailed explanation of how each claim is patentable over the references cited. Further, the application must contain three or fewer independent claims, 20 or fewer total claims, and no multiple dependent claims. Because of the extensive requirements, there is a reluctance to use Accelerated Examination, with only about 5,000 applications filed during the first six years of the program.
In contrast to Accelerated Examination, Track One gives a patent application special status with fewer requirements. As a result, Track One has been more widely utilized, with over 7,000 applications submitted under the program thus far.6 Track One may be an attractive option for applicants who want to obtain prompt examination of their application without undertaking the pre-examination search and analysis required for Accelerated Examination. In fact, in light of the significant upfront requirements of Accelerated Examination, Track One may actually be a more affordable option for expedited patent review, especially for small entities who obtain the benefit of the reduced Track One fee.

In 1921 Sanger established the Planned Parenthood Foundation, which was originally named the American Birth Control League but changed because of her association with Hitler and the eugenics movement. She persisted to work with clinics and to help raise awareness and money for her cause. She founded the Birth Control Review in 1917. Then in 1937 both the disbursement of contraceptive material through the mail and birth control as a legitimate medical aid were legalized. Her crusade lasted until her death in 1966, but the debate she sparked on birth control still exists.

On the rights of the handicapped and mentally ill, and racial minorities:
"More children from the fit, less from the unfit -- that is the chief aim of birth control." Birth Control Review, May 1919, p. 12
On respecting the rights of the mentally ill:
In her "Plan for Peace," Sanger outlined her strategy for eradication of those she deemed "feebleminded." Among the steps included in her evil scheme were immigration restrictions; compulsory sterilization; segregation to a lifetime of farm work; etc. Birth Control Review, April 1932, p. 107
On eradicating 'bad stocks':
The goal of eugenicists is "to prevent the multiplication of bad stocks," wrote Dr. Ernst Rudin in the April 1933 Birth Control Review (of which Sanger was editor). Another article exhorted Americans to "restrict the propagation of those physically, mentally and socially inadequate."
On the extermination of blacks:

On the right of married couples to bear children:

One of Sanger's greatest influences, sexologist/eugenicist Dr. Havelock Ellis (with whom she had an affair, leading to her divorce from her first husband), urged mandatory sterilization of the poor as a prerequisite to receiving any public aid. On marital sex:
"The marriage bed is the most degenerating influence in the social order," Sanger said. (p. 23) [Quite the opposite of God's view on the matter: "Marriage is honorable in all, and the bed undefiled; but whoremongers and adulterers God will judge." (Hebrews 13:4)
Sanger is a questionable hero and her movement suspect. Her eugenics dream of limiting populations of the poor and non white races lives on at PPH today. Why do the wealthy, large corporations and the government fund large Planned Parenthood facilities in black and Hispanic city neighborhoods to this day? Why are so few adoptions recommended? Why do the wealthy populate PPH boards?

Pulmonary hypertension is abnormally high blood pressure in the arteries of the lungs. It makes the right side of the heart need to work harder than normal.

Causes, incidence, and risk factorsThe right side of the heart pumps blood through the lungs, where it can receive oxygen.
When the small arteries (blood vessels) of the lung become narrowed, they cannot carry as much blood. When this happens, pressure builds up. This is called pulmonary hypertension.
The heart needs to work harder to force the blood through the vessels against this pressure. Over time, the right side of the heart may become enlarged. At some point, not enough blood flows to the lungs to pick up oxygen and symptoms begin.
At this point, heart failure that involves the right side of the heart is present. This is called cor pulmonale.
Pumonary hypertension may be caused by:
In many cases the cause is unknown, in which case the condition is known as idiopathic pulmonary arterial hypertension (IPAH). IPAH is rare. It affects more women than men.
If it is caused by a known medicine or medical condition, it is called secondary pulmonary hypertension.
SymptomsShortness of breath or light-headedness during activity is often the first symptom.

In the early stages of the disease, the exam may be normal or almost normal. The condition may take several months to diagnose. Asthma causes similar symptoms and must be ruled out.

There is no known cure. The goal of treatment is to control symptoms. It is important to treat medical disorders that cause pulmonary hypertension, such as obstructive sleep apnea, lung conditions, and heart valve disorders.
Many new treatment options for idiopathic pulmonary arterial hypertension (IPAH) and other forms of pulmonary aterial hypertension are becoming available. Medicines used to treat pulmonary hypertension include:
Your doctor will decide which medicine is best for you. You will be closely monitored during treatment to watch for side effects and to see how well you're responding to the medication. Never stop taking medicines without talking to your doctor.
Some patients are put on blood thinners to reduce the risk of blood clots in leg veins and lung arteries.
People with advanced cases of pulmonary arterial hypertension may need oxygen. If treatment with medications fails, suitable candidates may be helped by a lung or heart-lung transplant.
As the illness progresses, you will need to make changes in the home environment and get more help around the home.
Other important tips to follow:
The long-term outlook has been poor, but new therapies may produce better results. Some people with this condition may develop progressive heart failure that may lead to death.
