First, it is difficult to answer this question because all presidents lie or mislead the public at one time or other. There are many reasons why politicians feel they cannot tell the entire truth: there is an excellent book by Eric Alterman called "When Presidents Lie," and it discusses this subject in great detail. That said, this question seems to assume the president is a liar, or that he lies more than other presidents. That is not true. While the president has undoubtedly exaggerated or distorted the truth to make a political point (see fact-checking websites like snopes.com or politifact.com for some examples), there is no evidence that he is inherently dishonest, nor is there evidence that he lies any more frequently than George W. Bush, Bill Clinton, or other presidents did.

I'm not afraid at all, but you probably won't like my answer. All presidents tell untruths of various kinds. Sometimes, the untruths are intentional, and could indeed be called lies. Sometimes the untruths are unintentional-- the president genuinely believed X at that time and said so; but later on, he found that Y was true. And then, there is political communication: part of politics is exaggerating or distorting what the president and his party believe are flaws in their political opponents. In his 2004 book "When Presidents Lie," Professor Eric Alterman discussed these various kinds of untruths and falsehoods in great detail, from several hundred years ago up through when he wrote the book.
The point is that yes, if you are an opponent of Barack Obama, you believe he is a liar and whenever he speaks, his motives are devious. Opponents of George W. Bush felt exactly the same way about him. But the reality is that no presidents have ever told the truth 100% of the time. Sometimes, presidents lie about a national security matter so as not to alarm the public or tip off our enemies. Sometimes, presidents lie because they don't want to admit their mistakes, so they blame the situation on their opponents. Ideally, all presidents would be honest at all times. But most have not lived up to this standard, to one degree or other. That said, there is no objective evidence that Barack Obama is more of a liar than other presidents, nor is there evidence that he intentionally lies more than other presidents. People's views about him are often influenced by partisanship (and by the narratives of partisan media); there is nothing new in this: as Alterman and others have shown, accusations that presidents are liars have been made for several hundred years.
