I have seen children as young as 4 on ice skates. One of the things you have to keep in mind is the developmental stage of the child and that muscles, joints, and the body isn't finished growing. A child doesn't really have balance until they are about 7 years old. A toddler is just learning to walk and really doesn't have any balance. I wouldn't put a child under 4 on skates and even then they would have to show exceptional abilities.
