Because, sea turtles have been doing that for thousands of years. It's pretty much like migration, it's traditional.

Quite simply, if they had their young in the water, the babies would die. Turtles are air-breathing animals, not creatures with gills like fish, and the young would have to head straight for the surface to breathe, or drown.
