Painted turtles will definately be the most difficult to mantain. I wouldn't get those.
Honestly I would say ball python. Their enclosures need not be anything larger than a 30 gallon tank when fully grown, they only eat about once a week, defecate less, and don't need an expensive uv bulb. Ball pythons hardly ever bite and a very docile, and their upkeep is simple and inexpensive.
However, russian torts are pretty fun. It's nice that they are diurnal, and if you are squeamish about frozen/live mice a tort is for you. Typically they need a large cage, preferably a tortoise table; and they have to have those awful uv lamps.
Russian tortoises are more time consuming and will end up being more expensive, but it's really up to your personal preference as they both make great beginner pets. Having owned both, I'd say ball python but it's up to you. If you haven't already, do a little research on all of them and then make your decision. :)
