It depends what you mean by 'smart'.
They are an evolved species who have survived for millions of years, so although they don't do many of the things that we do, they are smart in that they have managed to survive not being wiped out so far.

As turtles cannot speak or make a large number of vocalizations, they cannot pronounce words as part of the examination. Turtles are smarter than you might think. They are not like cats and dogs, (some when they are called or do tricks) however they do well in the wild. They know what foods they can and can't eat. The desert turtle will plow a cacti over to get to its juicy fruit. A Box turtle will literally run towards an insect or a worm moving on the ground, because it knows it doesn't have much time to get to it.
