question so I will give it my Justice.
The short answer would be a group of persons following the "Golden Rule" (if you are Christian) or the "Silver rule" (if you are Buddhist) Most religions have a version of this universal rule of community.
Essentially it means to do on to others as you would have them do on to you.
You may have heard the saying it takes a village to raise a child, or I like to say it takes a child to raise a village.
