This was precisely in accord with contemporary custom and was done at Sarah's insistence, not at Abraham's initiative. Since God had promised that Abraham would become a father (Genesis 12) but had not yet promised Sarah that she would be a mother (Genesis 17), it seemed that the handmaiden, Hagar, could serve as a kind of surrogate childbearer for them and that this might be God's intent.
