Genesis 1:1 tells us that, "In the beginning God created the heavens and the earth." Because of this creative process he is rightly called the sovereign of the universe. He created all things thus he has the right to have that title.

If God created the world, it is his and he is therefore sovereign over it. Of course, we have no extra-biblical evidence that God did create the world, so it is really the Bible that claims sovereignty for God. The world we live in shows no evidence of divine sovereignty.
