Rome will now only release relics to bishops and are not releasing any relics of saints who entered heaven before the year 500 AD. The only other option is to buy from the profane market (eg: eBay) where people sell relics in defiance of canon law which forbids the sale of relics. You can expect to pay several hundred dollars for a relic of Philomena without a document of authenticity, however. Fake relics abound out there so be careful.
