Titus was written by Paul in 63-65 AD. It's content is quite similar to 1 Timothy, written about the same time.
The Major Theme of this Letter is Overseeing the New Church. As the Church grew, it naturally developed theology and structure, but began to encounter heresy and sub-Christian behavior in some members.
