The Bible is a collection of books. The church met and determined the canon of the Bible on two different councils. The criteria for the book to be included in the Bible was that the book had to be relevant to the story of God's plan/revelation for mankind and there had to be enough evidence that the book was authentic.

Enough time has passed between the events of Jesus's life and now that the question of completeness has been resolved. The 66 books of the Bible are sufficient and accurate enough to understand the truth of God. There is no need to expand upon that truth.

However, there are books that are found, where the authenticity and accuracy makes the book valid, and the book story expands the Bible story. These are called the apocryphal books. They are recognized by the Catholic Church and/or Greek Orthodox church in addition to other denominations. These books can be studied to enhance our understanding of who God is and what he has done for us but are understood to not be part of the core.

There are still other books, that do not merit this recognition because the purpose of the book is to disrupt or change the message of the 66 books. These books are few in number and most of them are gnostic in nature.

Why did the council of Ephesus reject the Apocrypha?

Actually there were 3 councils of Ephesus over the years 431 to 475, and the two later councils seemed to spend their time rejecting the deliberations of the earlier councils and anathematised their members. And the dictionary definition of the word Apocrypha, is: "Biblical or related writings not forming part of the accepted canon of Scripture" So the council, on its own volition, decided to reject or accept the written word of God. The Bible, or 'the Canon of Scripture' is The Word of God, so it is God's prerogative to accept it.
