No one really knows how the Buddha actually looked. The Buddha forbade his flowers from making statues or paintings of him. So we have no contemporary images of him. The best two answers I could find are:
1) That his very curly and that even though he shaved it when it grows the
stubble was curly.
2) There was a book that calls out the 32 signs of a great man, one of which is
that the hair is black and curly. So when people began to make images of
the Buddha (200 years after he died) they gave him curly hair to give him
one of the signs.
We can assume that the Buddha though shaved his head rather often as all his monks did.
There is no reason to suspect that Buddha was bald. The ia no drawing of the Buddha made from life any more than a photo or DVD of Jesus or Moses in the Vatican libraries. The bald, fat "Laughing Buddha" seen in Chinese restaurants is not a representation of the historic Buddha. Neither is the bald, fat or whispy haired old monk figure used in cheap movies.
The physical details of the Buddha's appearance are unknown, there are no "drawn from life" images. Like the Caucasian Jesus popular with most Christian sects (again, no drawn from life images exist), the Buddha image is a reflection of the culture of the artists who produced the pictures.
The question of the Buddha's choice of hairstyle is often posed. Various thoughts are that it is a collection of snails (a legend of snails saving him from sunstroke, that his hair was actually long and tied in a topknot, and others. All is discussed at the Link.
